法国前总理拉法兰先生支持“丝路青年梦想汇”

7月5日，法国前总理让-皮埃尔·拉法兰阁下率其外事顾问、办公室秘书长等一行4人专程到丝绸之路城市联盟考察，并就加强一带一路人文合作与联盟领导进行了交谈。 

On July 5th, the former French Prime Minister Mr. Jean-Pierre Raffarin together with his Foreign Affairs Adviser and Office General Secretary visited Silk Road Cities Alliance (SRCA) to meet with its leadership in order to discuss strengthening of cultural cooperation along the Belt and Road. 

丝盟创始人三缘先生对拉法兰阁下表示诚挚感谢和热烈欢迎，介绍了丝盟成立5年来，在开展公共外交、促进“一带一路”民心相通方面所做工作，以及将于今年8月中旬举办的“丝路青年梦想汇”大型国际青年人文交流活动。“梦想汇”活动恰逢“一带一路”倡议提出五周年，旨在邀请“一带一路”沿线城市青年代表，通过演讲、音乐和摄影比赛，分享年轻人的梦想和他们心目中的“一带一路”，促进青年友好交流，为一带一路长期发展奠定坚实的基础。

Mr. San Yuan, the Founder of SRCA, expressed his sincere gratitude and warm welcome to Mr. Raffarin. He introduced the work done by SRCA in the past five years, aimed at promoting Belt and Road people-to-people connectivity and public diplomacy. Mr. San Yuan also introduced the "Silk Road & Young Dreams" large-scale international youth event, which will be held in August this year.

拉法兰先生在认真听取介绍后，对丝盟成立以来为促进各国人民友好、宣传“一带一路”倡议做出不懈努力并取得良好成效表示高度赞赏和热烈祝贺。他表示，“一带一路”倡议对于世界和平、稳定与发展具有重要意义和深远影响，同时也面临贸易战、保护主义等诸多挑战。亚欧各国间的友好交流与合作有着深厚历史文化渊源，这是有利于亚欧大陆保持总体稳定的重要基础。在当前美洲、中东、非洲等地不稳定因素叠加的背景下，深化中欧合作对于世界和平与稳定的意义尤为重要。他强调，过去，和平因素多来自西方，未来，和平因素多来自东方。国家间、各国人民间开展更多交流，增进相互了解和互信，有利于创造更多和平因素。

Mr. Raffarin said that the Belt and Road initiative has important significance and far-reaching impact on the world peace, stability and development, at the same time facing many challenges such as trade wars, protectionism etc.

拉法兰先生高度肯定丝绸之路城市联盟在两方面的工作，一是以城市间友好交流与合作作为抓手，把“一带一路”沿线城市连接起来形成网络，形成了稳定与发展之锚。二是重视青年交流，这是十分敏锐的，抓住了民心相通的关键一环。当今世界正经历数字革命，如何使青年人文交流通过数字化平台，取得更多收获和更大影响，是值得努力的方向。

Mr. Raffarin expressed high appreciation of the work of the Silk Road Cities Alliance. Firstly, SRCA builds an anchor for stability and development by establishing friendly exchanges and cooperation between the cities, connecting the cities along the Belt and Road into a network. Secondly, attaching importance to youth exchanges, SRCA grasps the key link in the people-to-people connectivity. 

拉法兰先生表示，他本人及其所领导的“和平领袖组织”愿为丝盟人文交流工作提供积极支持。他提出四点建议：Mr. Raffarin stated that he and his "Leaders for Peace" organization are willing to provide active support for the cultural exchanges programs of SRCA, in particular, for the “Silk Road & Young Dreams” event.He made four suggestions:

一，他将协调法国有关方面，更多了解丝盟所做工作，并在法国乃至欧洲，协助丝盟开展相关宣传，让更多人了解丝盟的使命，参与丝盟的活动，支持丝盟的努力。

二，他所领导的“法国展望与创新基金会”是一个具有十多年经验的青年领袖培训项目，在欧洲积累了很好的资源网络。他将积极协调该项目与丝盟对接，在法中、欧中民间友好交往的框架内，为增强和平的声音和力量做出贡献。

三，他作为法国政府对华关系总代表，愿与丝盟共同努力，致力于“一带一路”沿线城市可持续发展，为绿色“一带一路”建设做一些工作，希望丝盟参与今年9月份在西安举办的中法市长论坛。

四，中国的发展有利于世界和平与稳定。“一带一路”并不会带来战争，也不会制造紧张，要通过公共外交，让世界上更多的人认识到这一点。这也是丝盟的工作方向和价值所在。

Firstly, he will coordinate relevant resources, gained by his organization within ten years of active work in France. He will learn more about the work done by SRCA, assist in carrying out its relevant promotion, let more people understand the mission of SRCA and participate in its activities. Secondly, his Fondation Prospective et Innovation is a youth leadership training program with more than ten years of experience, and has accumulated rich resources network in Europe. He will actively coordinate the project to connect with SRCA and contribute to the enhancement of peace within the framework of friendly exchanges between France and China, and EU and China. 

对于“丝路青年梦想汇”活动，拉法兰先生表示高度赞赏，表示其领导的社会组织愿为该活动提供积极宣传和支持。他表示，青年友好、女性相关社会议题都值得认真研究，积极开展工作。

Thirdly, as the general representative of the French government's relations with China, Mr. Raffarin is willing to work together with SRCA to commit to the sustainable development of the cities along the Belt and Road and to do contribute to the construction of the green Belt and Road. Mr. Raffarin expressed hope that SRCA will participate in the Sino-French Cities Mayors Forum, which will be held in Xi'an in September this year. 

会议结束后，拉法兰先生关注到一幅由中央美术学院院长范迪安先生馈赠予丝绸之路城市联盟的墨宝，当听完“文明互鉴·合作共赢”的背景介绍，以及丝绸之路城市联盟也一直秉承这个方针积极推进中外文化间的合作与交流之说明后，主动要求合影留念。三缘先生衷心感谢拉法兰先生的肯定和指导，向其赠送精美真丝挂毯一幅，以作纪念。

Fourthly, China's development will lead to world peace and stability. The Belt and Road will not bring war, nor will it create tension. Through public diplomacy, more people in the world will realize this. This is also the value of the work of Silk Road Cities Alliance.
