近年来，中国与哈萨克斯坦和乌兹别克斯坦的经贸关系取得了显著进展。中国是哈萨克斯坦最主要的贸易和投资伙伴之一，根据商务部统计，1992年，中哈货物贸易总额为3.68亿美元；2023年，这一数字已达到410.2亿美元，提前完成两国元首提出的2030年贸易额达400亿美元目标1。2022年，中国对哈萨克斯坦直接投资流量达3.56亿美元，存量达69.79亿美元2。哈萨克斯坦作为中亚地区的重要经济体，其“光明之路”新经济政策与中国“一带一路”倡议高度契合，为两国经贸合作提供了广阔的空间。

乌兹别克斯坦作为中亚地区的经济中心之一，也与中国保持着密切的经贸往来，2023年，中乌货物贸易总额已达140.3亿美元1。2022年，中国对对乌兹别克斯坦直接投资流量达3.70亿美元，存量达45.08亿美元2。两国合作领域涵盖油气、化工、纺织、电力、煤炭、建材、农业、水利、金融、物流、汽车制造、工业园区和国际工程承包等广泛领域。

在全球经济格局深刻变化的背景下，中哈、中乌之间的经贸交流也面临新的机遇和挑战。本次研讨会将聚焦哈萨克斯坦和乌兹别克斯坦的税收环境，通过专家解读、案例分析等方式，深入探讨两国税收政策的最新动态、行业发展趋势以及中资企业如何应对遇到的税务问题，为中资企业在两国的投资提供有价值的信息和安永见解。

Introduction to the tax environment in Kazakhstan and Uzbekistan

In recent years, we have seen significant progress in China's economic and trade interactions with Kazakhstan and Uzbekistan. China is one of the main trade and investment partners of Kazakhstan. According to the statistics from the Ministry of Commerce, in 1992, the total amount of goods trade between China and Kazakhstan was US$368 million. While in 2023, the figure reached US$41.02 billion, which met ahead of time the goal set by the two heads of countries to achieve a trade volume of US$40 billion by 20301. The flow of China's direct investment in Kazakhstan reached US$356 million in 2022, with a stock of US$6.979 billion2. As an important economy in Central Asia, Kazakhstan's "Bright Road" new economic policy is highly consistent with China's Belt and Road Initiative, providing vast opportunities for economic and trade cooperation between the two countries.

Meanwhile, Uzbekistan, as one of the economic centers in Central Asia, also maintains close economic and trade exchanges with China. In 2023, the total amount of goods trade between China and Uzbekistan reached US$14.03 billion1. In 2022, the flow of China's direct investment in Uzbekistan reached US$370 million, with a stock of US$4.508 billion2. Cooperation between the two countries cover a wide range of fields, including oil and gas, chemicals, textiles, electricity, coal, construction materials, agriculture, water conservancy, finance, logistics, automobile manufacturing, industrial parks and international engineering contracting.

Against the backdrop of profound changes in the global economic landscape, economic and trade exchanges between China-Kazakhstan and China-Uzbekistan are faced with new opportunities and challenges. This seminar will focus on the tax environment in Kazakhstan and Uzbekistan. Through expert interpretation, case analysis and other method, we will conduct in-depth exploration of the latest developments in tax policies, industry development trends, and how Chinese enterprises could respond to tax issues they encounter. It will provide valuable information and insights from EY for Chinese enterprises to invest in both countries.
