项目说明：安哥拉政府从世界银行获得了电力部门改善和接入项目（ESIAP）费用的融资，并将部分款项用于收入保护计划电表和电表控制中心供应和安装合同项下的付款。对于本合同，借款人应使用世界银行《投资项目融资放款指南》中规定的直接付款放款方法处理付款，但合同规定通过信用证支付的付款除外。

能源和水利部（MINEA）项目协调单位现邀请合格投标人就Revenue Protection Program 计划中的16，000只的电表和电表控制中心的供应和安装进行密封投标。所有标书必须附有金额为70.000,00美元（七万美元）的投标保证金。

根据世界银行《IPF借款人采购条例》（2020年11月）（“采购条例”）的规定，将通过国际竞争性采购，使用招标书（RFB）进行招标，并向《采购条例》中规定的所有合格投标人开放。

Tender Brief: The Government of Angola hasreceived financing from the World Bank toward the cost of the ElectricitySector Improvement and Access Project (ESIAP), and intends to apply part of theproceeds toward payments under the contract for Supply and Installation ofmeters and meter control center for the Revenue Protection Program: For thiscontract, the Borrower shall process the payments using the Direct Paymentdisbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, exceptfor those payments, which the contract provides to be made through letter ofcredit. The Project Coordination Unit of the Ministry of Energy and Water(MINEA) now invites sealed Bids from eligible Bidders for the Supply and Installationof meters and meter control center for the Revenue Protection Program(approximately 16.000 meters).

Bidding will be conducted throughinternational competitive procurement using a Request for Bids (RFB) asspecified in the World Bank’s “Procurement Regulations for IPF Borrowers”, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders asdefined in the Procurement Regulations.

All Bids must be accompanied by a BidSecurity in the amount of US$ 70.000,00 (Seventy thousand US Dollars)
